Police Officer Standards and Training Commission

About DPAC

The Delaware Police Accreditation Commission (DPAC) was originally created and developed as a result of the efforts of the Delaware Police Chiefs’ Council to improve the delivery of police services to the citizens of Delaware. HB 347 established the DPAC in 11 Del. C 9701 on May 22, 2008.

On August 7, 2023 House Bill 206 was signed mandating that all police agencies must be accredited by 2028. HB 206 reorganized DPAC under the Department of Safety and Homeland Security. Administratively, POST/DPAC fall under the same umbrella. The Commission is supported by six staff members holding the roles of Executive Director, DPAC Administrator, POST Administrator, Investigator III, Analyst, and Administrative Specialist III.

The DPAC Commission meets at least quarterly during the year. Special meetings of the Commission may be called by the Chairperson or Executive Director. All meeting notices and agendas are posted on the Delaware Public Meeting Calendar. All meeting minutes are posted on the Public Meeting Calendar as required by Del. Code Title 29 – Chapter 100 § 10004 (f).

The DPAC Commission is active in its mission to advance law enforcement professionalism through the establishment of professional standards and the administration of a formal mechanism by which Delaware Police agencies can be systematically measured, evaluated, and updated.

The DPAC Commission consists of 12 members representing the: Attorney General, President of the State Senate, Speaker of the House of Representatives, chairperson of Delaware Police Chiefs' Association, Delaware State Police Superintendent, New Castle County Police Chief, President of the Sussex County Police Chiefs, President of the Kent County Chiefs organization, Chief of the Dover Police Department, Executive Director for the Delaware League of Local Governments, The Chief of the Wilmington Police Department, and the Secretary of the Delaware Department of Safety and Homeland Security, who serves as the chairperson for DPAC Commission.
